Provincial Directors Authorized to Approve Short-Term Foreign Personal Leave

The Ministry of Education grants permission for short-term and long-term personal leave abroad for officers serving in the Ministry of Education and its affiliated institutions (such as National Schools, Provincial Schools, Government Teacher Training Colleges, and Teacher Development Centers).
However, it has been observed that a considerable amount of time is taken for leave requests to reach the Ministry from the principals of the above-mentioned educational institutions located in various parts of the island, through Zonal Directors of Education and Provincial Directors of Education. In some cases, due to administrative errors and requests for additional information, leave requests do not reach the Ministry by the departure date, causing great inconvenience to the officers.
Accordingly, it is hereby informed that with immediate effect, all Provincial Directors of Education are empowered to grant permission for short-term leave abroad (up to 6 months) for officers serving under the Central Government, Sri Lanka Teacher Service, Sri Lanka Principal Service, in accordance with the provisions of Chapter XII of the Establishment Code on granting leave abroad and the related circulars, circular instructions, and other guidelines issued from time to time.
However, applications for long-term leave abroad (more than 6 months) for such officers should be directed to the Ministry. The Ministry also requests that a proper mechanism be established to provide information to the Ministry without delay, in any case where the Ministry needs to consult regarding such leave abroad.
Further, it is informed that all applications for personal leave abroad, extension of leave, cancellation of leave and amendments for officers belonging to services other than those mentioned in paragraph 03 above, should continue to be submitted to the Ministry.
